[cppget-announce] Repository is now signed

All the cppget.org repositories are now signed to prevent tampering with
packages. The repository certificate subject and SHA256 fingerprint are
as follows:

Please save the fingerprint so that you can use it later to authenticate
cppget.org repositories.
