[cppget] Queue section added

Hi,

We have added a special queue section to the cppget.org repository.
It contains packages that are being staged for preliminary testing
before being moved to alpha (or rejected). It is complemented by
the alpha, beta, testing, and stable sections.

Note that unlike the other sections, this one is transient and
volatile; packages can be added or removed at any time and these
changes are not tracked in the git repository.

The repository location for this section is:

https://pkg.cppget.org/1/queue/

Packages from the queue are also not shown in the https://cppget.org
web interface. Instead the queue has its own, separate interface:

https://queue.cppget.org
