[cppget] cppget doesn't have latest bpkg and build2?

The 0.6.2 is the version of the toolchain amalgamation (build2-toolchain).
Its last component can be incremented without changes to build2 or bpkg.
To put it another way, 0.6.X are all bugfixes and can be released
independently.
